Cuba could join the list of teams set to compete in the Little League Baseball Tournament slated to run from 7-17 July here at two venues.

This is according to President of the Antigua & Barbuda Little League Baseball (ABLLB), Adolfo Pena, who said they are awaiting final word from Cuba as to whether the highly ranked team will join the 10 others already

          Women with Beards   
My recent article on Conchita Wurst (and all of the discussion she has provoked) got me thinking in a more general way about women with beards. In fact there are many variations on this notion, which I hope to explore briefly below, and round up with a discussion at the end.

The History Books

La Mujer Barbuda
There are two bearded women which I am aware of from the history books. First, the semi-legendary Saint Wilgefortis, dating from the 14th century. I've actually written about Wilgefortis before in this blog. According to Wikipedia, no precise details of Wilgefortis' life can be verified. The legend is that, as a beautiful teenager, she was promised in marriage to a cruel nobleman. She prayed to God to deliver her from this fate, and promptly sprouted a beard. This angered her father and he had her crucified, and her traditional depiction is a crucified woman, with a beard (often with one shoe missing).

A more pragmatic (and to me, plausible) explanation is that some statues of the crucified Jesus were created, wearing a robe instead of the expected loincloth, and the legend of a crucified, bearded woman was cooked up to explain this away.

The next figure from history has been immortalised by the artist Jusepe de Ribera, in his 1631 portrait entitled La Mujer Barbuda (The Bearded Woman). Take a look at the painting. To me, it looks exactly like a portrait of a man; there is nothing feminine at all about the face, including the male pattern of hair at the forehead.

My first impression of this portrait was that Ribera had deliberately painted a man, dressed in a gown and suckling an infant. Then I started to read more. It turns out that the story of the figure in the painting is well-known and corroborated. She actually was a bearded woman; the miserable-looking guy in the background is her husband. Her name was Magdalena Ventura from Abruzzi, and at the time of the portrait, she was 52 years old. She bore her husband three sons before growing a beard at the age of 37. Some aspects of her life are recorded in Latin on the stone tablet at the bottom right of the picture.

Some aspects of the painting are allegorical: at 52, she would be too old to bear a child or breast-feed, but Ribera has included this aspect to deliberately underline the female sex of the subject of the portrait. Ribera also had a reputation for deliberately painting accurate but cruel depictions of people with disfigurements, such as The Club-Footed Boy. What this says to me is that Ribera's depiction was probably reasonably accurate. Did he go out of his way to enhance the apparent masculinity of the image? It's hard to say for sure; I think probably not. It's clear, however, that he didn't make any effort to flatter the subject.

The Circus Freak

The next, and most widely-known, archetype of the bearded woman is the Circus Freak.

Freak shows entered their heyday in the 19th and early 20th centuries, exhibiting malformed, and disfigured humans as objects of scorn, ridicule and sometimes loathing. Dwarves, giants, conjoined twins and other rare anomalies (such as Joseph Merrick, the "Elephant Man") were staples of this form of popular entertainment. In this environment, bearded women were right at home, as this example Annie Jones, shows. I can't imagine what those performers were forced to do, in order to prove that they were actually women (and not simply men in frocks), but I suspect it was degrading and unpleasant in the extreme.

A debate continues to this day over the role of such shows. Some showmen, such as Tom Norman, argued that his shows allowed people who were unable to work normally to provide a living for themselves. (Indeed, some people continue to deliberately exhibit themselves in this manner even today, such as the performer Black Scorpion). Critics argued that the shows were cruel, exploitative and inhuman. Eventually, of course, they were banned, but I see their echoes today in documentaries about conjoined twins, or people with morbid obesity. I think the public appetite for gawping at unfortunate people has not, in general, gone away.

Modern Examples

This brings me on to some modern examples. The first one I came across was Jennifer Miller, whom I saw in a TV documentary. Miller's beard started to slowly grow in in her early twenties. According to this interview, she has had an ambivalent relationship with it ever since.
Miller: I embraced the idea of it right away, and then had on-and-off relationships with it over the years. I basically believed that it was a good idea to keep it, but that it wasn’t always easy. I felt stronger and weaker about wearing it depending on what was happening. If at some point I were just feeling more vulnerable in general, that would make it harder. If I was worried about getting a job, I might feel some doubt about my commitment to keeping it.

Miller has worked as a circus performer, but also a writer and a university lecturer.

And then, more recently, a woman identified only as Mariam was interviewed on British television. Born in Germany, Mariam's beard started to grow after the birth of her son, 28 years ago. According to this article, she used to pluck out each hair every day with tweezers, but eventually decided to let it grow out.

Mariam keeps a blog of her own. She is quite open about how difficult it is to live as a woman with a beard. She writes:
Mariam: I remember, that when I was a child, I always wanted to be a boy. Boys had more freedom than girls. Could be more wild and climb on trees and do all these handycraft things that I liked.

In our family it was better to be a male, because then everybody believed in the success and intelligence of this person.

Meanwhile I appreciate myself as a woman and I see what I can do as a woman, and that I am not better or worse than a man. And I must say I am not all the time aware about being a woman. I feel like a being. And I would say some of my abilities you can name male others female. I do not like this labeling with male and female. I would wish we could just be ourselves and not to be fixed on any gender or sex.

Mariam describes unpleasant incidents in public places, such as people taking pictures or video of her on their phones, without permission. As a result, she (naturally) avoids very public places.

Genderqueer

Until now, I have considered only genetic women with beards. But I can't help finding an overlap with genderqueer: an expression of gender which is neither male nor female, but both, neither, or any variation you like. Is a woman who deliberately sports a beard genderqueer? Maybe, I guess.

Conchita Wurst has, without perhaps being genderqueer herself, driven that aesthetic into the public eye. But what about people who live that life all the time, and will continue to do so once Conchita's star has faded?

Photographer Alex Drummond is one such person.
Drummond: Being transgender gives me a unique perspective on my work. Born as ‘male’ but having always identified as female I nowadays embrace genderqueer as a way of living authentically as a trans-female.

Some people will live in a full time presentation of their preferred gender, others will live part-time. And a whole new movement is emerging of people who are living between genders, embracing the potentials of gender-queer and gender-fluidity.

Part of Drummond's website is given over to a blog, but as you could expect from a photographer, it's quite image-heavy. I wonder to myself whether Drummond experiences the same public reaction as Mariam? And is it a problem?

Some people seem to just like the deliberate androgyny, the deliberate mixture of male and female, that you get by combining an essentially feminine aesthetic, with an undeniable statement of masculinity: a beard. One example seems to be Bulgarian singer Azis, pictured here. Azis is apparently another Eurovision alumnus, having co-performed Bulgaria's entry in the 2006 competition, which finished a resounding 17th.

And I guess finally there is farce, the deliberate use of the beard with female costume as an instrument of amusement or comedy. As I have frequently mentioned on this blog, I don't think crossdressing as a vehicle for comedy is funny. Likewise, I find deliberate farce to do with crossdressing to be, at best, in poor taste, and at worst, hurtful.
Richard Branson: seriously?

Nonetheless, it's hard to get too steamed up by Richard Branson's performance. After losing a bet with Air Asia chief executive Tony Fernandez, Branson had himself made over as a Virgin stewardess, complete with uniform, high heels and fishnet stockings, and served drinks on a 6-hour flight from Australia to Kuala Lumpur. I can't say that he looks especially gorgeous, but I admire his courage and his sense of humour in agreeing to honour the bet (and no-one could accuse him of somehow not fulfilling his end of the bargain).

What do I think about all this?

My first thought, on seeing photographs of Jennifer Miller, Mariam and Harnam Kaur, is that they look very strange. Without doubt, the juxtaposition of a beard-- that most masculine characteristic-- on a woman, causes a slight jolt of surprise, which makes you look again. For whatever reasons: hormonal, or genetic or just plain bad luck, it is clear that women can also grow beards.

I am certain that the women who keep the beard represent the tip of the iceberg. (On Mariam's blog, some of the commentators admire her courage, while admitting that they rid themselves of their own heavy facial hair). I think therefore there are probably many hundreds of women out there who deal with the facial hair with wax, or electrolysis, or laborious plucking. I can completely understand this: the societal pressure must be huge.

That makes me think that for those women who embrace their beards, there must be something different that makes them willing to resist that societal pressure. Unlike Annie Jones a century or more ago, women in the 21st century have a choice about whether to have a beard. Having it permanently removed would be reasonably expensive, and reasonably uncomfortable, but certainly doable.

For bearded women, it must come to be their defining characteristic. It reminds me of the old joke about the two men in the pub overlooking the little village in Scotland. One laments to the other that, despite his lifetime of contribution to the life of the village, they still haven't honoured him with a decent nickname. "Do they call me Hamish the boat builder? Or Hamish the roofer? No! But you shag one sheep...!"

The same is true of bearded women. Do we know these women for their other accomplishments or qualities? No. The reason they are here for me to write about is their outlandishness. Is that what they like? The notoriety? Does that make up for the whispers and the stares and the rude picture-taking? Is that why they keep their beards?

And yet, Mariam speaks on her blog of simply wanting to live as herself. Isn't that exactly what I want? What other trans people want? Doesn't it bother us when people focus on why we cross-dress? Isn't it enough that we say that the why doesn't matter?

What Alex Drummond and other genderqueer people do is (from my perspective) a also bit weird-looking and a bit inexplicable. And yet, is what I do not a bit weird-looking and a bit inexplicable from someone else's perspective? How can I plead for sympathy and acceptance while not granting it (automatically!) to someone else?

A local news website has reported that men with flowers in their beards are "the latest hipster trend".

Apparently "spreading like wildfire" across image-sharing websites, the website gives 10 examples, captioned with more than a hint of mockery.

Though it doesn't especially do it for me, I don't really see what the fuss is about.

Meanwhile, I have been discovering that one of the reasons Harnam Kaur (above) does not remove her beard is that her particular religion, Sikhism, mandates complete acceptance of the body in the way it was born, and forbids the cutting of hair for both men and women. I think that helps to explain her motivation. For some people, that must be a pretty tough commandment to live up to, and I salute Harnam Kaur for her adherence to it.

A Pilar Pedraza hay que agradecerle que siga escribiendo como le da la gana. En tiempos de prosa telegráfica, microeconomía narrativa, de proscripción del adjetivo, de “lenguaje” sms, es una alegría poder leer de vez en cosas como “Arpad Curtea habitaba en un palacio que su familia valaca tenía en París desde tiempo inmemorial, en la plaza de la Femme ecorchée, la parte más decrépita de la entraña de la ciudad, un corazón agrietado por latir apasionadamente como pugna una dama vieja por florecer en amores reales o imaginarios cuando ya las corolas de sus rosas se han deshecho. En aquel laberinto o cadáver urbano arrinconado por los incipientes bulevares y avenidas, refugio de vampiros y de ángeles enfermos, se alzaba discreta la casona (…)”.
                Lucifer Circus (Ed. Valdemar, 2012) ganó el premio Nocte a la mejor novela nacional en 2013. Fue una lástima que la autora no pudiera, por razones de salud, acudir a recoger esa preciosa estatuilla con cierta forma de cucaracha. Es ésta (la novela, no la cucaracha) una obra multisensorial. Con su estilo singular y una minuciosidad en la descripción cada vez más difícil de encontrar, Pilar Pedraza nos lleva de viaje desde el lejano oriente hasta Albacete o el  París más decrépito, y en todo momento podemos tocar, oler los entornos y los personajes como si estuviésemos allí. Retorna también a algunos de sus temas predilectos, como el circo o el síndrome del hombre lobo (“El Síndrome de Ambras”), siempre dentro de un tono inquietante, en el que intuyes que algo grave va a ocurrir, y aderezado con una gran erudición histórica. El resultado es estimulante, como es de imaginar, aunque a mí también me ha parecido un tanto desigual.
 En general, he disfrutado más la primera mitad. Lo mejor, la recreación de la vida en el circo, con su desfile de seres imposibles, mujeres barbudas, empresarios audaces y bestias desatadas, todo ello en el irrenunciable estilo Pedraza. Sin embargo, la parte final, con todo el embrollo parisino, no me ha convencido tanto. Quizá sea por el atracón de elementos narrativos de esta caja de pandora, de hecho por momentos se me iba la mente, volvía… es quizá un libro que más que leerse, se fuma.
                Pero en fin, ¿quién soy yo para juzgar a Pilar Pedraza? Hay que leerla.

Veracruz, Ver.-  En el centro histórico y en la sala oriente de la sede central del Instituto Veracruzano de la Cultura (IVEC) de la calle Canal esquina con Zaragoza, la tarde de este jueves 2 de diciembre, tomó posesión como director de ésta importante institución uno de los escritores e intelectuales más prestigiosos del Estado de Veracruz, un califa de la cultura y de la política, capaz de combinar con suficiencia los asuntos de la polis con los de difusión de la educación, la ciencia y la  investigación.

El maestro Báez –Jorge además de ser internacionalmente reconocido maestro en las ciencias antropológicas es doctorado en Historia Contemporánea y cuenta con un impresionante curriculum que abarca la academia, la diplomacia, la administración, la investigación y la literatura, conjuntando una amplia experiencia que lo han hecho acreedor a ser pilar del desarrollo cultural de estado de Veracruz, tanto por sus amplios conocimientos como por su capacidad de enfrentar obstáculos y no amilanarse ante retos y adversidades.

Para quienes hemos tenido contacto con sus libros es destacable un gran pensamiento que lo proyecta de manera universal; para ello basta leer sus obras de antropología publicadas principalmente por la Universidad Veracruzana a través de la colección Biblioteca., una de las líneas de investigación cultivadas por Báez - Jorge se refiere a las identidades étnicas, mentalidades y religión comparada en contextos étnicos y Rurales. Su colección de ensayos en su libro “Afrodita Barbuda” centrados en los elementos que la creación literaria y plástica comparten con la cultura popular, profundiza en vastos campos del saber con agudo ingenio.

Aparte de “Entre los naguales y los santos” (Religión popular y ejercicio clerical en el México Indígena), publicó en 2003  “Los Disfraces del Diablo” donde los críticos han destacado que este libro atestigua que no hay duda que el Diablo se ha vuelto a poner de moda en una época en que domina la incredulidad. Esto es sin duda una paradoja diabólica en momentos en que el materialismo parece el único asidero que justifica la actividad humana. Pero como sabemos, una de las estrategias más inteligentes del Diablo consiste en fomentar la idea de que es un ser inexistente, una fábula caduca desde hace siglos. En el escenario de la discusión sobre el tan llevado y traído término de la "posmodernidad", prevalece en el ánimo la idea de que los denominados valores abstractos se han esfumado. Sin embargo, para desconcierto de filósofos, políticos, religiosos y sociólogos, el Mal, como encarnación humana, ha crecido en tales proporciones que la noción de su opuesto, el Bien, pasó a convertirse en simple anacronismo, una palabra vacía que ha ingresado al museo de los términos en desuso.

Baste el comentario para invitar al público a conocer la obra de Báez – Jorge así como a dar seguimiento a las actividades culturales de Veracruz que desde el IVEC emanarán desde su dirección a partir de este día, seguramente con éxito.

          ¡ES LA CLAVE PARA ENTENDER EL PEO! Lo que ata el Caribe a Maduro no es el petróleo   

La persistente negativa de pequeñas islas del Caribe a votar contra el régimenchavista en el seno de la Organización de Estados Americanos (OEA), a pesar del elevado número de muertos que están cayendo en las calles de Venezuela y del agravamiento de la crisis humanitaria que atraviesa ese país, apunta a razones oscuras.
A estas alturas diríase que ya no es una cuestión de petróleo. De hecho, todo indica que, debido a la crisis, la petrolera nacional venezolana –PDVSA– solo está enviando a los participantes del programa de Petrocaribe un total de 15.000 barriles diarios de crudo, muy por debajo de los 100.000 barriles diarios que les llegó a suministrar en época de bonanza (una disminución del 85% que dobla la reducción del 40% que Caracas está aplicando a Cuba).
Tampoco es algo propiamente relacionado con la deuda petrolera, pues los volúmenes más elevados ya fueron cancelados en 2015 cuando el Gobierno de Nicolás Maduro comenzó a sentirse asfixiado financieramente. Así, la República Dominicana canceló su deuda de 4.027 millones de dólares y Jamaica cubrió otra de 3.250 millones (en realidad pagaron con un 52% de descuento, dada la urgencia venezolana). De los países caribeños únicamente Haití sigue atado a Caracas con una enorme deuda petrolera, que ronda los 2.000 millones de dólares. 

Presiones de Pence

En las últimas semanas el vicepresidente de Estados Unidos, Mike Pence, se ha puesto en contacto precisamente con los presidentes de Haití y República Dominicana para conseguir que los dos países voten contra Venezuela en la OEA, de acuerdo con fuentes diplomáticas. Pence les habría amenazado con retirarles las ayudas al desarrollo que reciben de Estados Unidos. 
¿Por qué la República Dominicana y Haití a lo más que han llegado es a una abstención? ¿Por qué esos y otros países prefieren perder la ayuda estadounidense antes que enemistarse con Maduro?
«Es sospechoso que esos líderes prefieran perder ayudas oficiales que van a los presupuestos públicos y están escrutadas por el Congreso de Estados Unidos, antes que perder los beneficios que obtienen de su relación con Venezuela, los cuales no están sujetos a supervisión y seguramente acaban en los bolsillos de muchos de esos dirigentes», afirma alguien que colabora con las agencias gubernamentales de Washington en la recogida de información sobre las ya más que acreditadas actividades de narcotráfico del régimen chavista. Ese experto atribuye justamente al negocio de la droga –y a otras actividades ilícitas que lo acompañan– el voto cautivo de los países caribeños.
Se trata de algo quizás más llamativo en el caso de los pequeños estados de la zona este del Caribe. De los seis países independientes de la Organización de los Estados del Caribe Oriental (OECO), cinco se siguen oponiendo a castigar a Venezuela: en la asamblea general de la OEA de la semana pasada tres votaron en contra de presionar a Maduro (San Cristóbal y NievesSan Vicente y las Granadinas y la isla de Dominica) y dos se abstuvieron (tanto Antigua y Barbuda como Granada).

Caribe Oriental

El creciente uso de esas islas en las rutas del narcotráfico ha sido señalado por Estados Unidos y la Unión Europea, que también señalan la penetración del narcotráfico desde Venezuela a Trinidad y Tobago y a Surinam, dos países que no han pasado de la abstención cuando se ha votado la cuestión de Venezuela en la OEA.

Ya en 2013 el Departamento de Estado norteamericano advirtió que se avecinaba un incremento del tráfico de droga a través del Caribe debido al «efecto globo»: al haber una mayor presión sobre las rutas que van a Estados Unidos a través de Centroamérica (de Colombia la droga pasaba a Venezuela y de aquí volaba principalmente a Honduras para luego entrar en México), parte del tráfico se desviaría hacia el Caribe. Así, en 2014 el tráfico por el Caribe se triplicó. Ese giro afectó especialmente a la República Dominicana, pero también ha sido notorio en el caso del Caribe Oriental.
El informe de 2016 de la Oficina de Asuntos Internacionales de Narcóticos y Aplicación de la Ley, dependiente del Departamento de Estado norteamericano, advertía que esa región «aloja abundantes puntos para el paso de envíos de narcóticos ilícitos provenientes principalmente de Venezuela y dirigidos a Norteamérica, Europa y el propio mercado caribeño». También precisaba que «traficantes con base en Venezuela utilizan muchas de las islas no habitadas de la región para mover los cargamentos de droga a través de la cadena de islas en su tránsito hacia Norteamérica y Europa».

Corrupción

Si bien el informe afirmaba que los gobiernos de la región oficialmente no promueven o facilitan esa actividad ilícita, apuntaba no obstante a la corrupción de funcionarios y de dirigentes como causa de que algunas organizaciones de narcotráfico eludan la aplicación de la ley. Eso mismo había concluido un informe de la Unión Europea de 2014, en el que se responsabilizaba a los gobiernos por su «escaso control de fronteras y débil legislación». El informe tambi 
La Unión Europea consideraba «motivo de preocupación» la posible corrupción oficial en la Organización de los Estados del Caribe Oriental, pues «algunos traficantes y organizaciones continúan eludiendo las agencias de orden público a través de sobornos, influencia o coerción». En este sentido llamaba la atención sobre el «riesgo de filtración de traficantes de droga a niveles gubernamentales».

EL VERGONZOSO APOYO DEL CARIBE A MADURO He aquí la pregunta del millón de dólares sobre el fracaso de la propuesta para condenar al régimen de Venezuela en la reunión de cancilleres de la Organización de Estados Americanos: ¿cómo puede ser que un puñado de pequeñas islas del Caribe pudieron derrotar una resolución a favor de la democracia respaldada por Estados Unidos, Canadá, México, Brasil, Argentina y otros 15 países de la región? Suena ridículo, pero eso es exactamente lo que ocurrió en la reunión de la OEA del 19 de junio en Cancún, México, para discutir la ruptura del orden democrático en Venezuela. En la reunión, 20 países votaron a favor de una resolución que habría exigido al presidente de facto de Venezuela, Nicolás Maduro, que detenga su plan de realizar una asamblea constituyente para abolir la Constitución actual. La resolución también pedía reconocer los derechos de la Asamblea Nacional, de mayoría opositora, y permitir un “grupo de países amigos” para mediar en la crisis venezolana, que ya ha resultado en 75 muertos en las últimas semanas. Sin embargo, la resolución no fue aprobada porque San Vicente y las Granadinas, Dominica y San Cristóbal y Nieves –junto con los aliados venezolanos tradicionales Nicaragua y Bolivia– votaron en contra. Y otros países del Caribe como Haití, la República Dominicana, Granada, Trinidad y Tobago y Antigua y Barbuda se abstuvieron, lo que de hecho mató la resolución, que requeriría una mayoría de 23 votos para convertirse en obligatoria. Entre los principales defensores del régimen venezolano estaba San Vicente, un país cuyo producto bruto interno de US$ 751 millones es menor que el valor de mercado del Hotel Fontainebleau de Miami Beach. Una explicación es que la resolución de la OEA no logró 23 votos por la ineptitud, o la falta de interés, del gobierno de Trump. El secretario de Estado, Rex Tillerson, no asistió a la reunión de cancilleres de la OEA en Cancún, como tampoco lo hizo a una reunión anterior el 31 de mayo en Washington. “Desafortunadamente, la cancelación de última hora del secretario Tillerson socavó los intereses de Estados Unidos en la región”, me dijo el congresista Elliot L. Engel, el líder de la minoría demócrata en el Comité de Relaciones Exteriores del Congreso de Estados Unidos. Mi traducción: si Tillerson hubiera estado allí para ofrecer incentivos y torcer brazos, quizás el resultado hubiera sido distinto. Otra explicación posible es que los países del Caribe se alinearon con el régimen de Venezuela porque reciben subsidios petroleros bajo el plan Petrocaribe, de Venezuela, o tienen grandes deudas con el mismo. Pero los subsidios petroleros de Petrocaribe al Caribe han disminuido enormemente en los últimos años por la crisis económica de Venezuela, dicen los expertos. Jorge Piñón, director de un centro de la Universidad de Texas sobre temas energéticos latinoamericanos, me dijo que Estados Unidos ya les está exportando mucho más petróleo a los países caribeños que Venezuela, y que muchos de estos países ya han saldado gran parte de sus deudas a Petrocaribe. Caracas has repeatedly accused the OAS and its chief Luis Almagro of promoting intervention and destabilization in Venezuela.

The OAS has suspended its meeting called to discuss the political and economic situation in Venezuela, with the interventionist motion led by the U.S. failing to muster the required majority to pass.

The Caribbean community played a vital role in defeating the anti-Venezuela motion, calling for further discussions and another meeting, which is yet to be set.

Shortly after the meeting, Venezuela's Foreign Minister Delcy Rodriguez stated that the "interventionist bloc in the OAS continue to be defeated by the honorable states of the region," announcing that she herself will attend the OAS general meeting set for June 19-21, in Cancun, Mexico with the support of the people of Central America, the Caribbean, ALBA nations and all of Latin America.

The government of President Nicolas Maduro has been under attack by OAS chief Luis Almagro, who has vocally backed Venezuela's opposition and promoted foreign intervention in the country, leading Caracas to begin the process of withdrawal from the international body.

Representatives of some right-wing governments in the region, such as Mexico, Brazil, Colombia, Paraguay and Argentina continued their actions against Venezuela during the meeting of foreign ministers. Brazilian Foreign Minister Aloysio Nunes Ferreira Filho said in his address that the Venezuelan government must call "free elections," with a "fixed schedule."

Meanwhile, diplomats from Bolivia, Nicaragua, Ecuador and other nations rejected the meeting as an intervention in the internal affairs of the South American country. "The OAS can not continue to be used by a country for a political lynching against the government of Venezuela, it is regrettable that a group of brother countries has been biased in their appraisals and focus," said Nicaraguan Ambassador Luis Ezequiel Alvarado.

Bolivian Foreign Minister Fernando Huanacuni condemned what he considered an intervention, "The countries of the region do not need protectorates or tutelage. Nothing that we do will be useful without the participation of Venezuela."

Antigua and Barbuda's Prime Minister Gaston Browne urged his fellow Caribbean nations that "Any covert attempts, to directly or indirectly interfere in the internal affairs of Venezuela, to engineer regime change should be resisted."

The meeting, titled, “The Situation in the Bolivarian Republic of Venezuela,” had three separate proposals for OAS action on Venezuela.

A draft declaration submitted by Peru, Canada, the United States, Mexico and Panama called for, among other actions, "a halt to the convocation of a national Constituent Assembly as presently conceived," aimed at condemning the process to rewrite the Venezuelan Constitution that Maduro announced earlier this month. A similar draft position from Antigua and Barbuda also proposed calling for the Constituent Assembly to be suspended, but the country withdrew its proposal during the meeting.

Meanwhile, a proposal from the Caribbean community does not propose calling for a move to halt the Constituent Assembly process, but rather urges the "establishment of concrete plans for the restoration of peace and stability as soon as possible." Caricom also called for asking Venezuela to reconsider its decision to withdraw from the regional organization.

All three draft declarations called for an end to violence in the country and for a commitment from all parties to take part in a renewed dialogue process to ease political tensions. Talks between the government and the right-wing opposition broke down in January after parts of the fractured opposition repeatedly boycotted the talks.

The day’s plenary session was attended by 34 of the Organization of American States ' 35 members at its headquarters in Washington, which began with a private meeting closed to the press. Although Venezuela considered the meeting an attack on its sovereignty, it decided to attend the meeting.

Any proposals will need the vote of two-thirds of the representative, and many predict that considering divisions over the issue within the bloc, this will not be an easy feat.

Venezuelans supporting the Maduro government marched Wednesday in Caracas under the banner of rejecting international intervention and sending a message to the representatives meeting in Washington that — as socialist politician Elias Jaua put it — Venezuela's sovereignty must be respected.

The call for an assembly was agreed upon on April 26 by 18 states, the minimum needed for the proposal to be put in motion, which triggered Venezuela's exit process. Since then, ambassadors of the OAS have been convening both privately and publicly to prepare and strategize the best way to present current issues and bring members opposing the consultation together.

The Best of 2009

For yet another year I have lived two musical lives, one ever deeper into obscure mazes of metal, one out in the sunshine and warm air. Nothing feels contradictory about this: I'd live three or four more musical lives at once if I had the time. I'd happily live parallel lives in other aspects of my existence if there were ways. Life is short, so of course we want it to be wider.

But what I realize, really only as I compile these lists, is that my metal and non-metal lives are not so much parallel as perpendicular. My metal top-10 this year has 7 bands I'd never heard of before 2009, two more I knew and disliked, and just one band that has ever made one of these lists before. For a temperamentally obsessive emotional completist who still basically loves everything I've loved since I was 12 or so, this is borderline dumbfounding. Hopefully it's a combined testament to my own openness and the way the web has mostly eliminated any necessary logistical distinction between "heard of them" and "heard them". If I'd had to buy CDs to hear these bands, I'd have found one or two of them, or quite possibly none. And without them, I'd still have had no trouble making a list I felt just as strongly about, but there's no way to unlove, or at least no way I know or want to. I have always been convinced that there is more music I would love, farther in every direction I have looked, but I'm not sure I've ever felt as empirically justified in this belief.

And meanwhile, away from metal, I've also had a great listening year in which I could easily make a replacement top-10 if everything on this one mysteriously vanished. But almost nothing on either list was new to me. One band I'd forgotten about, one I hadn't previously loved. Basically, I heard lots of great music that wasn't metal this year, but I didn't discover much. That thread of my year was receptive and curious, but mostly not exploratory. And so there is probably music I didn't hear that I would have loved as much as some of these records.

But that, of course, was always the case. I have found the time to love these things. I have found these sounds to be worthy of my time, which is a finite resource, and my love, whose boundaries I have occasionally thought I'd distantly seen, and always been wrong.

Madder Mortem: Eight Ways

Genres are vectors, not shapes. They do not, at least the living ones, draw delineations between what is and what isn't, but rather trajectories towards and away. There are guitar timbres and cadences that are correlated with metal, but also songs with those features that no more belong to Metal than I was Estonian for three days in Tallinn. And bands with a hundred other influences and inclinations that I can instantly recognize as part of my version of this elusive idea.

And thus my favorite metal album, this year, coalesces out of a dozen different shadows, Fugazi minimalism wound tensely around Rush's expansive confidence, or Vernon Reid's buzzsaw guitar skittering off the jump-cut fractures of Chicks on Speed, or Janis Joplin and Tommy Iommi hijacking Life Without Buildings, or frost giants with the dexterity of Pixies. I hear Cynic playing Cowboy Junkies, and Enslaved backing Mecca Normal, and then a sudden vision of how Crimson would fare with a queen.

For moments, Eight Ways follows all these lines and others, and then always moments later Agnete Kirkevaag tears them diving away again, into gypsy tailspin or fight-song fervor or gnashing fractals of defiance. For an hour, it seems almost painfully clear to me that everything I've ever loved leads to this, and there's some chaos topology in which terrifyingly straight lines run from Ray Charles to Kate Bush to FSOL to some tiny seam on the back of my skull through which invisible wires patch directly into my sense of besieged humanity. For an hour at a time, repeated as often as I can bear, I remember precisely what draws me here, metal not as fantasy or escape, but as a relentless grip on writhing truth, and a celebration of irreducible complexity tantamount to sacred ritual.

Secrets of the Moon: Privilegivm

It is an essential component of the ingenious insularity of metal, and I do not mean this in any way glibly, that a lot of it seems wildly ridiculous. In an increasingly connectedly claustrophobic world, with vanishing latency between rebellion and commodification, alienating people is pretty much the only reliable way to block out any aesthetic breathing space. The difficult second-order trick, of course, is alienating people without becoming defined by them in the process. Thus the migration from the confrontational forms of speed- and thrash- and death-metal into the threateningly occult. If you can't shock people into being afraid of what you'll do to them, you might still be able to scare them into fearing what you'll convince them to do to themselves.

So the cheerfully pointless orthographic substitution of "v" for "u", and the luminously hollow apple on the black cover of Privilegivm, and the solemn half-intelligible liturgical intonations of "chop down the tree of life" and "the gods will know your name" all aspire to the provoke, I think, the same puzzled shudders once engendered by the garish underbrush of Black Sabbath. There's no easy violence to explain this as reaction or hyperbole. Whatever secrets the moon has, surely airlessness renders them moot. Surely. But in a year when Sabbath themselves were stomping around in gleaming uniforms, however relogoed, Secrets of the Moon were again, for me, truer heirs to their original spirit of wakeful darkness. I owe my life in metal to Iommi and Dio as much as I owe anything to anybody I've never met, but The Devil You Know is self-declaratively complacent, metal as a template theme, not a philosophy.

And not that I can quote verses of literal inspiration from Secrets of the Moon, either. I doubt I could produce a page of coherent lyrical transcription from memory from all these albums put together, honestly, even allowing that some of them are in languages I don't speak. But the hollow apple is there to suggest that the tree of knowledge was never more than a convenient pretext for layoffs, anyway. The great insight instantiated in the idea of evil, and in all this music that flaunts nominal lineage from darkness and doubt, is that there is no such divide. There are no forbidden secrets, in the moon or anywhere else. These anti-temples and beautiful ominous monuments are erected on the sites of myths to say that we are free to inhabit what we are supposed to fear.

Thy Catafalque: Róka Hasa Rádió

Or else we cling to the idea of a dark side because we need so badly for there to be somewhere other than this. Thus the appeal of Avatar, obviously, a movie that desperately needed to better understand the component of alienation in "alien". I loved the experience of being taken to Pandora for 162 minutes, but I hated that by the end there was nothing shocking about taking off the glasses again. So much exquisite imagination of the physical detail of another place, so much canned exaltation of souls, and yet so little depth of either humanity or non-humanity, and so little empathy for any idea that there could be souls in other forms that there might as well have been no characters at all. In fact, excise the humans and the Na'vi both, right from the first draft of the script, and Avatar might have grown into something worth, to us as a society, the absurd sums we retroactively spent on it. It would challenge and nourish us to be transported into a different world, with a logic of its own. Instead, we get our own dopiest mannerisms texture-mapped onto perfunctory aliens like moral graffiti, a monumental void of inspiration and procedurally inexplicable failure of courage.

And part of what we do with music, and why music is an element where movies are an industry, is let ourselves be taken elsewhere. I don't know how much time and money went into the making of Róka Hasa Rádió, but I could easily believe it was done by two Hungarians in their spare time from day jobs cleaning trains, on balky second-hand laptops in rooms with faded posters of Xenakis slowly crumbling onto the dusty tops of once-preciously-illegal shortwave consoles. And yet, with all the money on all the planets, Avatar would never have been any better than this. Here, unless you spend your days cleaning those same trains and this is actually what they sound like, is your voyage to an elsewhere, done in a medium qualitatively better suited for it. Here, in an album about which I know essentially nothing beyond its name, and ran across in a single random sentence somebody wrote somewhere about some other band entirely, is an effortless explosion of texture and flow and transport and altered perspective, spinning filaments of folk metal and carillon and Vangelis and Zoolook and radio static and alien loudspeaker announcements into an entire involuted universe. We are already standing on the roots of our Tree of Life. We are already the strangest creatures we can imagine, and this is not the limit of our imagination, but its origin.

Antigua y Barbuda: Try Future

I listen to so much metal whose lyrics I can't understand, and often aren't even meant to, but remain ironically sensitive to particular micro-nuances of vocal personality. Or perhaps this actually makes sense: I have absorbed the text into the coherent indivisibility of the music, and so it becomes necessarily critical how it's delivered. Either way, it was the careening vocals, closer to Sunny Day Real Estate's Jeremy Enigk than any metal referent I can think of, that initially arrested another of my random scans on Antigua y Barbuda, a band so obscure I had to add them to the Encyclopaedia Metallum myself. Months later they still have no EM ratings, which is as stark a demonstration as anything of what you must accept as possible when you agree to make art. It may not matter how good it is. Or, at least, it may not immediately matter. Try Future is the album I wanted all those Trans Am records to be, a boiling, sputtering epic of restlessness, flung between post-math and tech-something and Seventh-Rule vehemence. In a less fearful world, AyB would be the new Muse.

Funeral Mist: Maranatha

"It's the blood!" wails a voice, frantically, repeatedly, and after that it gets scarier. It's not always obvious from written descriptions that Black Metal is a good idea for a subgenre: strangled muttering as the defining vocal style, drums so fast that you skip headbanging and go straight to migraines, the production fidelity of portraiture via charcoal-on-newsprint left out in hailstorms, blustering Satanism as sacramental obscurism more often than gnostic rebuttal. As with any constructed form, treat it as formula and you'll get branded mediocrity. But subgenres arise on common ground, and there's usually some reason people were coming there before being there was its own excuse. Maranatha is as comprehensive an explication of the aesthetic's potential as anything I know: a Dantean maelstrom-descent in search of the root of contemptuously conventional religious spirituality for the express and singular purpose of ripping it out of bedrock with your own teeth.

Absu: Absu

Bleak extreme metal emanates temperamentally from frozen northern wastes. Absu are from Plano. When I was in high school in Dallas, and Plano were our archrivals, the place was at least a little wastelike, and it was a bit north of us, but the metro sprawl of Dallas has long since absorbed it into the vast homogeneity, and by now if Odin lived there he'd have an Arby's franchise and a two-year-old Blackberry. But then Metallica weren't from Norway, either, and Absu have maybe come as close as anybody in a couple decades to translating the frenetic domination of Master of Puppets into a new idiom. And if I had to reduce the year in metal to a single word, it would be Absu howling "Annihilate!"

Wardruna: Runaljod - Gap Var Ginnunga

In one sense metal only by affiliation (Kvitrafn and Gaahl were both in Gorgoroth for a while), Wardruna is a conceptual experiment in adapting runic texts to acoustic ambient ritualism, doing for hidden forest glades, perhaps, what plainsong did for stone monasteries. By rights this should be little more than a 52-minute sourcebook for those murmuring 1:15 intros to drinking-metal albums that are hoping to pass off indiscipline as paganism. It's spare and slow, driven unhurriedly by pattering hand-drums, near-subvocal chanting and some sproingy thing that sounds unnervingly like the kid behind you in homeroom playing his retainer-elastic with a Bic pen-cap. But if you can accept the idea of metal as as a textural system, subject to transliteration into different levels of elaboration, then this and Funeral Mist may be practical isomorphs. Ambient Metal used to be my joke genre, but here it is, real. If Avatar was transport by force, this is isolation by removal, a sound map for the hidden vales of quiet lost magic trapped inside us.

What HIM might sound like with nihilism substituted for love, and thus an intriguing argument that maybe ultimately they're the same.

Amorphis: Skyforger

I'd given up on Amorphis years ago, so I don't know why I even bothered listening to this. But I'd manage to miss that three albums ago they got a new singer and found, either consequently or coincidentally, a whole new focus. Skyforger is the best album of unapologetic metal songs I heard this year, and maybe a singlehanded revival of the lead-hook as melodic rapturism.

Cantata Sangui: On Rituals and Correspondence in Constructed Realities

The standard advice, impossible to argue with in generality, is that you have to focus. Do fewer things, so you can do them better. But the problem with this reasonable humility is that it's reasonable, or maybe it's that it's humble. It's defensive paranoia imported from civil engineering or pulmonary surgery or something, a recipe for turning adequate competence into recognizable inoffensiveness. It's foolproofing for people who have tried to substitute dignity for inspiration, and thus forgotten the critical detail that failure is relative where silence is absolute. Foolishness is a gift, not a disease. Fearlessly foolish straight from their ridiculous debut-album title to their preposterous combination of opera-gothic solemnity and rubberband pop glee, Cantata Sangui are yet another perpendicular justification for metal. Declare yourself outcast and you have escaped.

Manic Street Preachers: Journal for Plague Lovers demos + album + remixes

Two of my Desert-Island-Disc-level favorite artists had new albums this year, and they're my #1 and #2. This wasn't quite inevitable (both have made albums I haven't liked this much), but it's hardly shocking, and I'd feel self-conscious about it if they weren't such inarguable choices.

It was the Manic Street Preachers' year, for me. The album is good enough to be here, by itself, as taut and yearning a set of rock songs as anything they've done since Gold Against the Soul. Filling a whole record with words from the facing pages of deceased lyricist Richey Edwards' notebooks is the kind of patently terrible idea the Manics turn into supremely flawed greatness. They thrive on contradictions. No, more than that. They exist through contradictions. Intense political conviction clashes against strident immaturity (being dead or missing for 14 years hasn't made Edwards' writing any more sophisticated), plangent arcs of vehemence get snapped into halves and thirds to fit into song-meter, melodies soar over conjunctions and adverbs, even the titles seem engineered to be misquoted. Little wonder they were never huge in America, where Meat Loaf proved that most people can't even parse a sentiment spread out over more than one sentence.

But Journal for Plague Lovers isn't just an album, and if you believe that flaws can be integral to greatness, hearing it expand into a whole aesthetic system is like seeing souls become visible in the air above people's heads. The cycle starts with the demos, released complete as a bonus, and I could go back and forth between the versions almost indefinitely. They're nominally sketches and then pictures, but in many cases the process seems far more like derivation than polishing.

And they came to the US, after all, this band I have loved for 18 years and had never seen. They'd played in Boston only once, on some weekday in 1996 or so when I was horrifiedly out of town, and by the time they got here, this time, on the last night of the tour, James' voice was so shot he had to let the crowd take Traci's parts on "Little Baby Nothing". But they made it, and I made it, and for a short while a lot of years of my life and theirs telescoped into a both heartbreakingly and preciously small club. Standing on a balcony, watching people I've never met singing along with songs I can play in my head, I believe again that a small, near-solipsistic bit of human frailty can contain an internal universe big enough to nurture all our hopes.

But believing this is one thing, and hearing it happen is another. There's an album of remixes. At least half of my favorite remixes were already Manic Street Preachers songs, anyway, but this is now my vote for the greatest remix album so far in history, and the most compact defense yet of the whole form. The songs change moods, speeds, genders, cadences, conclusions, conditions. In places the remixes focus the original songs by contrast, in others they carve spaces around the boundaries of what the compositions dream. Now I want to hear the band play these songs, and then let them be reremixed, and then repeat. I'm pretty sure the cycle could go around four or five more times, at least, before the returns started even marginally diminishing. And this is what we embrace as possible in order to participate in art. That we do not make it, we just give it somewhere to begin.

Tori Amos: Midwinter Graces and Abnormally Attracted to Sin

Tori Amos had another studio album this year, as well. It, too, is tantamount to an ecosystem in itself, an episodic, resolutely self-contained, idiom-neological collage of energies and personas and confessions and smirks. I don't honestly think humans get any more talented than this.

And then there's a Christmas album. As far as I'm concerned there had previously only ever been two Christmas albums worth noting as standalone artworks, Loreena McKennitt's To Drive the Cold Winter Away and Low's Christmas. Tori's well-known religious issues made the idea at least superficially provocative, but I wasn't sure I actually wanted to find out whether I could bear "Rudolph the Red-Nosed Reindeer" via "Happy Phantom".

But it's only after Midwinter Graces that I understand what I really think about Abnormally Attracted to Sin. What the "real" album is missing is the sound of Tori surprising herself. Those songs don't always sound like Tori knew all along where they were going, but they sound like she knew how she was going to find out. Midwinter Graces is a conversely breathtaking leap into the terrifying unknown, a glittering hymn to the realization that facing your angels is always far harder than facing your demons. With demons, if you can't understand them, you're allowed to fight them. No such alternative if the only recourse is forgiveness. In a way this is the stylistic and moral synthesis of McKennitt's scholarly distance and Low's deconstructed faith, as if maybe it isn't arbitrary that those are the two Christmas records I am drawn to, after all. And if Loreena offered me a way to appreciate something I didn't endorse, and Low showed a path towards something else I could schedule in its place, Midwinter Graces shows that both of these evasive impulses are ultimately fighting in polite disguise. You don't defeat things you fear, that only preserves and postpones them. If you want to be free of them, you have to understand them better than they understand themselves. Enemies can only ever disappear inside of you.

Idlewild: Post Electric Blues

I once said that Idlewild were the best rock band in the world, and then they promptly made a couple albums that weren't why, presumably not to spite me. My guess was that they were trying too hard to be something they thought somebody wanted them to be, which is never a great way to live, and the kind of people you fool this way make terrible friends. For Post Electric Blues Idlewild deliberately abandoned the record industry (or deliberately accepted having been abandoned by the record industry, I'm not sure and don't care which), and sound to me exactly as reinvigorated as a moral agenda could hope. They were always one of my favorite b-side bands, and here for really the first time a whole album has the energy they used to sublimate when they thought they were being graded, bouncy and uncluttered and unforced, more melancholy than roaring, more twang and chirp than slash and burn. It's neither post-electric nor blues, but then I guess I was as much to blame for mislistening as anybody; this is not an album by the world's greatest rock band. But this is its serenity, not its curse. This is the sound of a band not failing to be something else, but finding their own way again.

It Bites: The Tall Ships

Progressive rock is difficult, but progressive pop is hard. Marillion pulled it off on Misplaced Childhood, and maybe even more precisely on Holidays in Eden, but have long since sloughed into other moods. IQ made two more of my defining examples, Nomzamo and Are You Sitting Comfortably?, and had a new album this year themselves, but the one that sounded even more thrillingly like a late-80s IQ album was this surprise return by It Bites, an IQ peer last heard from when Are You Sitting Comfortably? was still new. An album for anybody who ever felt that there must be something good that Asia was a bad version of.

Bat for Lashes: Two Suns

Maybe the most deliberately ambitious record of the year, or at least the one with the surest sense of its own swirly aesthetic, and an argument that Avatar could have been done with hand-painted puppets, too. Kate Bush + Björk + Fleetwood Mac, or perhaps to Tori what Tori was to Kate.

The band I would happily trade a Pazz & Jop of dull indie for, heirs at once of Big Star and Tom Petty and the Replacements and They Might Be Giants and Sloan.

La persistente negativa de pequeñas islas del Caribe a votar contra el régimen chavista en el seno de la Organización de Estados Americanos (OEA), a pesar del elevado número de muertos que están cayendo en las calles de Venezuela y del agravamiento de la crisis humanitaria que atraviesa ese país, apunta a razones oscuras.

A estas alturas diríase que ya no es una cuestión de petróleo. De hecho, todo indica que, debido a la crisis, la petrolera nacional venezolana –PDVSA– solo está enviando a los participantes del programa de Petrocaribe un total de 15.000 barriles diarios de crudo, muy por debajo de los 100.000 barriles diarios que les llegó a suministrar en época de bonanza (una disminución del 85% que dobla la reducción del 40% que Caracas está aplicando a Cuba).

Tampoco es algo propiamente relacionado con la deuda petrolera, pues los volúmenes más elevados ya fueron cancelados en 2015 cuando el Gobierno de Nicolás Maduro comenzó a sentirse asfixiado financieramente. Así, la República Dominicana canceló su deuda de 4.027 millones de dólares y Jamaica cubrió otra de 3.250 millones (en realidad pagaron con un 52% de descuento, dada la urgencia venezolana). De los países caribeños únicamente Haití sigue atado a Caracas con una enorme deuda petrolera, que ronda los 2.000 millones de dólares.

En las últimas semanas el vicepresidente de Estados Unidos, Mike Pence, se ha puesto en contacto precisamente con los presidentes de Haití y República Dominicana para conseguir que los dos países voten contra Venezuela en la OEA, de acuerdo con fuentes diplomáticas. Pence les habría amenazado con retirarles las ayudas al desarrollo que reciben de Estados Unidos.

¿Por qué la República Dominicana y Haití a lo más que han llegado es a una abstención? ¿Por qué esos y otros países prefieren perder la ayuda estadounidense antes que enemistarse con Maduro?

«Es sospechoso que esos líderes prefieran perder ayudas oficiales que van a los presupuestos públicos y están escrutadas por el Congreso de Estados Unidos, antes que perder los beneficios que obtienen de su relación con Venezuela, los cuales no están sujetos a supervisión y seguramente acaban en los bolsillos de muchos de esos dirigentes», afirma alguien que colabora con las agencias gubernamentales de Washington en la recogida de información sobre las ya más que acreditadas actividades de narcotráfico del régimen chavista. Ese experto atribuye justamente al negocio de la droga –y a otras actividades ilícitas que lo acompañan– el voto cautivo de los países caribeños.

Se trata de algo quizás más llamativo en el caso de los pequeños estados de la zona este del Caribe. De los seis países independientes de la Organización de los Estados del Caribe Oriental (OECO), cinco se siguen oponiendo a castigar a Venezuela: en la asamblea general de la OEA de la semana pasada tres votaron en contra de presionar a Maduro (San Cristóbal y Nieves, San Vicente y las Granadinas y la isla de Dominica) y dos se abstuvieron (tanto Antigua y Barbuda como Granada).
Caribe Oriental

El creciente uso de esas islas en las rutas del narcotráfico ha sido señalado por Estados Unidos y la Unión Europea, que también señalan la penetración del narcotráfico desde Venezuela a Trinidad y Tobago y a Surinam, dos países que no han pasado de la abstención cuando se ha votado la cuestión de Venezuela en la OEA.

Ya en 2013 el Departamento de Estado norteamericano advirtió que se avecinaba un incremento del tráfico de droga a través del Caribe debido al «efecto globo»: al haber una mayor presión sobre las rutas que van a Estados Unidos a través de Centroamérica (de Colombia la droga pasaba a Venezuela y de aquí volaba principalmente a Honduras para luego entrar en México), parte del tráfico se desviaría hacia el Caribe. Así, en 2014 el tráfico por el Caribe se triplicó. Ese giro afectó especialmente a la República Dominicana, pero también ha sido notorio en el caso del Caribe Oriental.

El informe de 2016 de la Oficina de Asuntos Internacionales de Narcóticos y Aplicación de la Ley, dependiente del Departamento de Estado norteamericano, advertía que esa región «aloja abundantes puntos para el paso de envíos de narcóticos ilícitos provenientes principalmente de Venezuela y dirigidos a Norteamérica, Europa y el propio mercado caribeño». También precisaba que «traficantes con base en Venezuela utilizan muchas de las islas no habitadas de la región para mover los cargamentos de droga a través de la cadena de islas en su tránsito hacia Norteamérica y Europa».
Corrupción

Si bien el informe afirmaba que los gobiernos de la región oficialmente no promueven o facilitan esa actividad ilícita, apuntaba no obstante a la corrupción de funcionarios y de dirigentes como causa de que algunas organizaciones de narcotráfico eludan la aplicación de la ley. Eso mismo había concluido un informe de la Unión Europea de 2014, en el que se responsabilizaba a los gobiernos por su «escaso control de fronteras y débil legislación». El informe tambi

La Unión Europea consideraba «motivo de preocupación» la posible corrupción oficial en la Organización de los Estados del Caribe Oriental, pues «algunos traficantes y organizaciones continúan eludiendo las agencias de orden público a través de sobornos, influencia o coerción». En este sentido llamaba la atención sobre el «riesgo de filtración de traficantes de droga a niveles gubernamentales».

La UE especificaba que San Vicente y las Granadinas no tiene ningún plan antidrogas ni tampoco una autoridad para la lucha contra los narcóticos. Se trata justamente del microestado antillano más cercano a Maduro, a quien se atribuyen diversas inversiones personales en ese país. Inversiones chavistas también se han reportado en San Cristóbal y Nieves.

Además, conociendo la corrupción del régimen venezolano es difícil no ver situaciones de provecho personal en la contribución de Venezuela a la construcción del aeropuerto de Argyle (San Vicente y las Granadinas) y de la planta de llenado de gas en Granada.

          De endemismos por Sierra Nevada   



Deespués de la entrada anterior por la árida y seca Hoya de Guadix llega el turno de subir a la alta montaña en Sierra Nevada. El domingo día 11 de junio fuimos Javi Pérez, Natalia Juárez y yo a ver cosillas que sólo se encuentran por allí, endemismos hablando con más propiedad.

A la vera del colosal Veleta (3.398 metros, en la foto que puse como cabecera de la entrada) empezamos nuestra ruta desde la Hoya de la Mora hacia los Borreguiles del San Juan. Nos acompañaron algunas cabras montesas (Capra pyrenaica) y de aves se veía poca cosa, tan sólo un solitario buitre leonado (Gyps fulvus) y algunas especies propias de estos medios como la collalba gris (Oenanthe oenanthe) o un macho de roquero rojo que me vaciló a la hora de intentar hacerle una foto. Lo más interesante para mi gusto fueron los insectos, íbamos diciendo por el camino si sería ya el momento de empezar a ver mariposas apolo, y vaya que lo era porque nada más llegar vimos varios ejemplares y durante toda la ruta las seguíamos viendo casi sin parar. Hay que decir que aquí vive una subespecie endémica, Parnassius apollo nevadensis, que presenta los ocelos de color naranja en vez de rojo, así como también es endémico el ortóptero no volador Eumigus rubioi del que igualmente vimos numerosos individuos.













Con la botánica llegó la segunda ración de endemismos, pues entre las plantas más exclusivas había algunas especies que sólo se dan en el macizo nevadense (concretamente las tres últimas de la serie de fotos). Vimos por ejemplo Campanula herminii, Botrychium lunaria, Sempervivum minutum, Pinguicula nevadensis (junto a unas gencianas en la foto) y Plantago nivalis.








Al marcharnos hicimos una parada en un mirador que daba al Monte Ahí de Cara (os juro que es su nombre de verdad y no me lo he inventado) para luego seguir disfrutando del arroyo San Juan en cotas más bajas. Allí con el bocadillo vimos un juvenil de mirlo acuático pasar volando como un misil y numerosos insectos como la esfinge abejorro (Hemaris fuciformis), la C-blanca (Polygonia c-album), la doncella de ondas rojas (Euphydryas aurinia), los odonatos Pyrrhosoma nymphula y Libellula depressa, la blanca del majuelo (Aporia crataegi) o la manto bicolor (Lycaena phlaeas).

Lo último que hicimos por la tarde fue asomarnos a la popular ruta de la Vereda de la Estrella, aunque al final la anduvimos más de lo que teníamos pensado. Normalmente es una ruta muy concurrida e incómoda por ello, pero se ve que los calores echaron atrás a la gente a modo de "selección natural veraniega" (me encanta esta expresión) y estuvimos muy tranquilos durante el recorrido, durante el que vimos un par de abejeros (Pernis apivorus), un azor (Accipiter gentilis), lagartijas colilargas (Psammodromus algirus), orquídeas de la especie Dactylorhiza elata, arañas de laberinto (Agelena labyrinthica), una libélula Cordulegaster boltonii y una elevada cantidad de duendes (Nemoptera bipennis).

A estos últimos los iba contando porque hasta ahora nunca había visto más de tres en el mismo sitio, pero llegó un momento en que dejé de hacerlo al llegar a 10, divirtiéndome mucho que nunca pensé que llegara el día en que acabara viendo pasar volando un duende o una mariposa apolo y no quisiera fotografiarlos porque ya había visto muchos.













Una vez más agradecer a Javi su hospitalidad al invitarme a visitar Granada por segunda vez. ¡Habrá más salidas bicheras y barbudas, por supuesto!
